Why is the state that is home to "Hotlanta" and considered home of America's black mecca and so many black LGBT people, a red state?

Outside of Atlanta Georgia is very rural and very conservative. However, blacks makeup about 20 or so percent of the electorate. When you compare this election to the 2004 election blacks did show up in great numbers. John Kerry got 1.3 million votes in 2004 and Barack Obama got 1.8 million votes in 2008. So there was a large turnout for Obama. Which forced the U.S. Senate race into a runoff.
